Sumary
In the International Law the behavior of de facto agents or non-State entities is not attributable to a State. However, the jurisprudence adopted the concept of “effective control” and “overall control” to attribute crimes committed by members of armed organized groups of a foreign State which supports them to establish the international responsibility of that State and to classify the armed conflict into the International Humanitarian Law. |
