Silvina González Napolitano

 

Silvina González Napolitano

Director of the Observatory

 

Doctor in Law (International Law) from the University of Buenos Aires. Chair Professor of Public International Law and Adjoint Professor of Human Rights in the Faculty of Law, University of Buenos Aires. She is also Guess Professor at the University Torcuato Di Tella. She worked for almost twelve years in the Argentine Treasury Attorney General’s Office, first as counsel and then as Director of the National Directorate of International Affairs and Controversies, where she represented Argentina in about50 investment arbitrations (mostly ICSID and UNCITRAL). As an expert in the Ministry of Foreign Affairs, International Trade and Worship of Argentina she has participated in the negotiation of several bilateral investment treaties and investment chapters of trade agreements. She acts as arbitrator in investment arbitration. Silvina has also written several books and articles on different themes of international law. In 2003, she was awarded theRolin-Jaequemyns Prize by the International Law Institute.

 


Mariana Lozza

Regional Head of International Arbitration for LatAm and partner at DLA Piper. She focuses her practices on handling international arbitrations and advising on other international law issues. She previously served as legal advisor for the Argentine Attorney General's Office (Procuración del Tesoro de la Nación), then as its deputy director, defending the Argentine Republic in its international disputes. In those roles, spanning 2007 to 2017, she represented Argentina in investment arbitration proceedings under the auspices of ICSID, UNCITRAL and the ICC. At present, she has been included in several list of arbitrators. In the academic field, she is currently Teacher in Charge of Assignments (Jefe de TrabajosPrácticos) in International Law course at the Faculty of Law of the University of Buenos Aires and has taught several courses of international law and arbitration. Mariana received her law degree in 2004 from Universidad Nacional del Sur and a Master degree on International Legal Studies in 2007 from American University.

 


Mónica Pinto

Professor Emerita at the Law School of the University of Buenos Aires. She was the Dean 2010-18. She was also a visiting professor at Columbia Law School, Université Panthéon-Assas Paris II, Université Panthéon-Sorbonne Paris I, and Université de Rouen, and visiting research scholar at the University of Michigan in Ann Arbour. In addition, she taught at The Hague Academy of International Law, the European and the Inter-American Institutes of Human Rights. She has been appointed as arbitrator and president at several investment arbitral cases and sits at the administrative tribunals of the World Bank and of the Inter-American Development Bank. She has appeared as counsel before different international tribunals, including the International Court of Justice. She has published five books and numerous articles on different topics of international law. She is a Member of the Institut de Droit international. She was awarded the French Ordre national du mérite (2008), and the Goler T. Butcher Medal (2009) and the Honorary Membership (2019) by the American Society of International Law. The University of Chile and the University of La Plata awarded her an Honoris Causa Doctorate (2019).

 



Raúl Vinuesa

 

Raúl E. Vinuesa

Professor Consulto, Chair Professor of Human Rights, and Director of Post-Graduate Studies in International Relations at the Faculty of Law of the University of Buenos Aires. Prof. Vinuesa has been appointed as president and co-arbitrator in several arbitral tribunals under ICSID, MERCOSUR, CARU, the Permanent Court of Arbitration and at the International Court of Arbitration of the ICC, and is a former Judge ad hoc at the International Court of Justice. He has published several articles about international law in Spanish, French and English, and is also a Member of the International Law Institute since 1999. In 2016 he was honored with the Konex Award.



Guido Tawil

Independent Arbitrator since November 2018. Previously he was the Senior Partner and member of the Executive Committee at M. & M. Bomchil, in Buenos Aires (1993-2018), a Commissioner of Argentina ́s Securities & Exchange Commission (1991-1993) and a Secretary of Argentina ́s Federal Supreme Court of Justice (position equivalent to federal judge) (1989- 1991).

He is a Chair Professor of Administrative Law at the Universidad de Buenos Aires School of Law (where he teaches since 1984) and of Public Utilities and Economic Regulation in the Administrative Law Master Program at Universidad Católica Argentina. He has been a Visiting Professor at different European, US and Latin American universities...

Chair Professor of Administrative Law at the Faculty of Law of the University of Buenos Aires. Professor of posgraduate courses at the Universities of Buenos Aires, Austral, of San Andrés, Libre (Colombia), of Barcelona (Spain), Perugia (Italy), Católica del Perú (Perú) and Naples II (Italy). Director of theMaster and Specialization in Administrative Law and Public Administrationof the Faculty of Law, University of Buenos Aires. Former Prosecutor General in Administrative and Tax Litigation of Buenos Aires City and former Attorney General of the National Treasury. Judge in the Appeal Chamber in the Administrative and Tax Litigation of Buenos Aires City. Platinum Konex Award 2016.

She is Director of the Center for Interdisciplinary Studies of Industrial and Economic Law at the University of Buenos Aires. She has published several books and articles in Spanish, Italian, French and English.

 


Roque Caivano

Profesor de Arbitraje, Derecho Comercial, y anteriormente de Derecho Comercial, Mediación y Contratos en la Facultad de Derecho de la Universidad de Buenos Aires. Es Doctor en Ciencias Jurídicas por la Universidad del Salvador. Tiene el cargo de Director Jurídico de la Cámara Arbitral de la Bolsa de Cereales y actúa como árbitro independiente en casos domésticos e internacionales. Con una vasta trayectoria académica, es autor o coautor de siete libros y numerosos artículos en revistas especializadas. Es director de la Revista Argentina de Arbitraje y de la Diplomatura en Arbitraje de la Universidad Austral. Es también presidente del Comité Organizador de la Competencia Internacional de Arbitraje, la más importante organizada en idioma español. Fue miembro de la Comisión Redactora de la Ley de Arbitraje Comercial Internacional argentina.



Calogero Pizzolo

Professor of Arbitration, and also taught Commercial Law, Mediation and Contract Law at the Faculty Law of the University of Buenos Aires. He has a Doctorate Degree in Juridical Sciences from the Universidad del Salvador. Mr. Caivano is the Legal Director of the Arbitration Chamber of the Grain Exchange, and acts as an independent arbitrator in domestic and international cases. Also, a renowned scholar, Mr. Caivano has authored or co-authored seven books and numerous articles mainly on arbitration, mediation and contract law. He directs the Argentine Arbitration Review and the Arbitration Program at the Austral University. Mr. Caivano is also the President of the Organizing Committee of International Arbitration Moot, the main international arbitration competition in Spanish, and was Member of the Working Groups in charge of writing the International Commercial Arbitration Act of Argentina.n.
